Top Coat: Sally Hansen Mega Shine $5.97 at Wal-Mart/Target/Drugstores (Walgreens/CVS/Rite Aid)
The N.Y.C Nail Polish dries fast but you have to layer it at least 4 times to get pigmentation. I still LOVE the color because it's the perfect shade of baby pink.
